To pair the GO app with the DuoMon, simply insert 2 AAA batteries and turn on your phone's Bluetooth, then open the GO app, touch the Main Menu, and select "Pokemon GO Plus".

In case of trouble connecting to the device, make sure the Bluetooth on your phone is ON and the "Do not disturb" mode is off, and try clearing all the connection records and reconnecting.
